Expired DURC in Italy: what happens on site and how to avoid it

The DURC is the Italian certificate proving a company is up to date with social security and insurance contributions to INPS, INAIL and the construction funds (Casse Edili). It lasts 120 days, and when it expires at the wrong moment — just before a progress payment, a tender or an invoice — the damage is immediate. Here's what it means and how to organise yourself so it never happens. Most countries have a similar compliance certificate: the lessons apply well beyond Italy.

What the DURC is and how long it lasts

The Documento Unico di Regolarità Contributiva (single contribution compliance certificate) confirms that the company has paid its social security and insurance contributions. Since 2015 it has been obtained through the DURC online service of INPS and INAIL (with checks by the Casse Edili for construction companies): the request is processed in real time if the company is compliant, otherwise it receives a notice to regularise within 15 days.

The certificate is valid for 120 days from the request date. Companies with sites always active therefore renew it every four months in practice — and each time they must be up to date with all payments.

When it's needed

  • Public contracts: taking part in the tender, award, contract signing and every progress payment and final balance.
  • Private works: the client checks it before paying and is jointly liable in case of irregularities; for residential buildings it's standard practice for the property manager.
  • Subcontracting: the main contractor must check the subcontractor's DURC; an irregularity also falls on them.
  • Building bonuses and incentives: contribution and tax benefits (including renovation bonuses) require contribution compliance.
  • Qualifications and registrations: SOA certifications and registers require compliance as a prerequisite.

What happens if it's expired or irregular

The most frequent problem isn't irregularity, it's forgetting: the DURC expires when nobody is looking, and you notice when the payment doesn't arrive.

How to avoid it: three rules

  1. One date, in one place. The DURC expiry date belongs in the same deadline tracker as vehicle inspections, medical checks and insurance policies — not in the personal calendar of whoever requested it last time.
  2. Alerts at 30 and 15 days, to more than one person. Renewal requires payments to be up to date: 30 days before gives time to sort out any issues with your adviser; 15 days before you request the new certificate. The alert must reach both the admin office and the owner.
  3. Same rule for subcontractors. Record the DURC expiry of every active subcontractor: their irregularity is your problem too.
